Advertising and technology industry advocates spoke out against legislation offered by Sen. Al Franken, D-Minn., to stop the surreptitious collection of location data from smartphones and other devices.

    "companies did not consistently or clearly disclose to consumers what the companies do with these data or the third parties with which they might share the data . . . ."
